Get a venue GET

Metadata and entered-coverage range for a single venue.

Pinned price at a past second GET

The price for an agara security + provider as of a past instant, served from the tiered cache (memory → our tick store → provider API). Every provider fetch is written through to the shared tick store. 422 = no such feed; 503 = the second is not yet available upstream (retry).
